So here's the updated Tier List after Patch 21.04.28. Chiara receives a Rank upgrade by reworking her Judgment.

Barbara remains the same even though they increased her ceiling with +1 Stack on Blue

& +1 Stack on Purple. Her floor remains weak. Sissela gets a decent buff ceiling buff on 7 stacks.

Silvia gets a necessary nerf. Still top tier in the hands of the capable. Adela receives a great -5 stacks on both

Blue and Purple. Celine gets her DEW or no Reload removed from her list but she's just played as a regular Gun

without being able to Cheat Weapons & Armors. So fair Celine now.
